The website you linked to should be the one to provide it.
ActiveX is a feature of Internet Exloprer to allow websites to install programs that run within the web browser. Not all ActiveX programs are safe or error free.
If you are using IE7 or later there should be a yellow bar that comes up at the top of the browser window telling you that the website wants to install the ActiveX control. This is for your safety and to allow you to make the decision to install the ActiveX control or not.
